While visiting Thirlmere Railway Museum, We looked at one of the old timber carriages. High on thee end walls were these fans in a protective cage. Because the fan blades were very dirty, I immediately saw four mice instead of blades. Therefore adding some details like tails and facial features, and the ladder, the artwork was created.
